First just decide if it is more important to level fast or have better stats (training vs other traits). Leveling up in PVP is a hell of a lot faster already than it used to be, so I would not bother with training trait. (At launch it took about 6 months to level up to veteran ranks. You will have to drink a lot of potions, every 30 seconds while in combat, but this is pretty reasonable sustain and damage, and very cheap to make the gear. You will have decent burst, able to kill a lot of max CP players in Vivec once you get some practice playing the class, esp. if weapons are at least purple. If you can't find willpower/agility jewelry for your level, just use any arcane or robust jewelry with 3 potion cooldown enchants.

Yes, with this build (and endurance jewel for more sustain) I've been a kill machine on stamDk in below 50 campaign
On a magikadk i had godly results running seducer/sun/willpower. Grinding sun pieces took lot of time...
A thing that most ppl dont get is that after one tamriel you can reach huge power by having 2 set of your level and purple weapons. This means that when you have a good build you’ll want to level AS SLOW AS YOU CAN. Doing this before lev. 30 isnt very rewarding tho. Better from lev. 35 (when you have all the passives/ability you need, which you have to get as soon as possible grinding xp with keys abiities slotted)...
P.s. below lev. 50 campaign is not only a potato fest campaign. There are very good players too, less lag and is funny to play during primetime.

As a magDk I think first skill line you want to level is Earthen Heart, because of Fossilize, Battle roar and Helping Hands. If you want to go Vampire, get a bite asap, so you'll have Dev Swarm and passives sooner!
Also you can check Guild stores (with AwsomeGuildStore addon is easy) for under lev. 50 items. I don't know the build you have in mind, but if you find something there its lot of time and xp-gain saved!
another thing you can consider is grabbing as many lore as you can... there are people with shooting star at lev. 20... i think is nuts but if you have the time the power spike is huge (you can literally insta kill 5-6 ppl in under lev 50 campaign with talons/Shooting star/Deep Breath combo).....

Yeah it is a good idea to make a build viable both for stamina and magicka class... golding them out could be overkill (except for weapons), but if you have the maths go for it!
Personally I like to be vamp when below lev. 50 and keep it at stage 2 because 10% stamina and magicka recovery is so good... and so is Mist too...
As for the sub-50 campaign, as I said there is plenty of players so committed to it, that they have Dawnbreaker of Smiting and/or Meteor unlocked at lev. 20-25... So I don't think you have to worry about unfair advantages...
Can you deal with super boring grind? There are 0 xp zombies in Deshaan Quarantine Serk Catacombs. You need to kill about 4000 undead for fighters guild 10. Technically you could unlock dawnbreaker before you even get your second weapon slot.
Do tell how you can unlock dawnbreaker at 25. I always grind undead when I’m leveling and I usually hit CP level at around fighters guild lvl 9.
