✭I still have no idea what the point of that system is, anyone explain please?
Your character animations are modified (not in cyrodiil) slightly so the feet touch the terrain where you stand or run. So if for instance you are standing on an incline such as a staircase, your leading foot will be higher instead of clipping into the ground.
While walking up stairs, you character will actually "step up" instead of doing the same animation as walking along level ground while floating up the stairs.PC/NA - Nightfighters, Raid Leader and Officer

✭✭✭✭✭You know how, when your character is standing on uneven ground, sometimes, a foot is floating on air? This system supposidly fixes that (I never turned it on).

But occasionally at the craft station screens my character will have one foot on the floor like normal, but the other on the craft station with knee extremely bent. I haven't seen this in a while maybe it was fixed

Inverse Kinematics. Essentially a way to mathematically "solve" the position of legs and feet when on uneven surfaces. As described by others, the essential result is so your feet or legs aren't clipping through stairs or terrain when on hills and such.
A number of games use it to try to make walking or standing around look more natural. It isn't perfect, though, and sometimes you end up with some mathematical "solutions" that don't look natural, especially on very unusual surfaces.
It's locally rendered only, and you can disable it Settings. It was added to ESO earlier this year, I believe with the Morrowind chapter, as I remember seeing it while the Warden class was being demoed.██████ █████████ ███████ In verity.1 -
