I used to use a lot more into that in PvE than I do now and I don't really swap my CP out for PvP but on my stamina characters I do have a few points in there but not too much.
Also you elf born and quick recovery are not connected so not sure what you are asking about in that regard.

Healing done will also boost quick siphon but not healing received. And healing received will boost other healing on you, not just your own.
So while you could add blessed+ quick recovery, you'll probably see better output stacking quick recovery and saving your blue CP for dmg stars in group compositions. But flipside for healers, blessed would be obviously better and your teammates will get extra healing from their healing received bonuses.

Wait? From my testing Minor lifesteal should be boosted by healing received. Or did you see otherwise? I will have to test that tomorrow again. I might just have misunderstood you too.

The build editor shows tooltip boosted by healing done and when I tried it I didn't see heading received. But I could be mistaken; I hate testing in the middle of cyro lol.
Worth another try. I know healing done will definitely boost the tooltip
Just want to clarify . Correct me if I am wrong .
Healing Done increases every healing skill that you are the caster of , including Minor Lifesteal .
Healing Taken boosts skills like Strife , Inhale etc. that scales with damage done .
Healing Received boosts every healing source that is NOT yours . Minor Lifesteal will not do increased healing on you if YOU cast it BUT if someone else casts it , you will get benefit from Healing Received on Minor Lifesteal .
Been a long time since the last time I checked . I am too lazy to test this again , anyone tested this recently ?
If what I know is true , in a group PvP environment , you want Healing Received . If you are solo , you want Healing Done .
This text is taken from one of Asayre´s threads on Tamrielfoundry:
The base healing formula for a healer using a variety of sources of Healing Done and Healing Taken and Healing Received is
The Tooltip value is increased by Restoration Master, Soul Siphoner, Major Mending and the Ritual Mundus. These add additively. Healing Done was tested with Blessed. Healing Taken was tested with Tormentor and Leeching sets. Healing Received was tested to be additive with Quick Recovery [Champion Point], Rapid Mending [Heavy Armour Passive], Minor Vitality [Swallow Soul & Coagulating Blood], Burning Heart [Draconic Power Passive] and Quick to Mend [Argonian Passive].
Example
A C160 Argonian cast Healing Springs. This character has 12% Healing Taken from the Tormentor and Leeching Sets and has 100 points in Blessed (25% Healing Done) and 100 points in Quick Recovery (16% Healing Received). In addition, this character is wearing 7 Heavy armour pieces (7% Healing Received), has the Minor Vitality buff, has a Draconic Power ability active and has 3 points in the Quick to Mend passive. This tooltip value includes the bonuses from Restoration Master, Major Mending and the Ritual Mundus.
Also want to add that this text comes from a thread that is over 2 years old, so can´t tell for sure if something has changed or not
