Aleswell is such a stupidly designed keep... You got perfect platforms to siege on both the north and east side. Where defenders must fight an uphill battle against the sieging force. They can bottleneck any attempts to lift the siege on the stairs and keep their healers hidden from the defenders.

They shouldn't. ZoS has made it pretty clear that people getting into a keep other than by knocking down a door or wall are exploiting. Bans have been handed out, and they moved on from 3-day bans to perma bans, so...

Nope, no fix. Maybe the masons of Cyrodiil should tear down the stairs for use in other projects? Maybe they'll use the excess stone to fix the hole at the bottom of the stairs on the mine side.
