Guards are too easy to get away from, how about making those players attack-able?

I have an idea that when guards are attacking a player, then that player can be attacked by anyone in game. I call it the bounty system. If you got in on the kill, 100 gold, maybe 1000. Once that player dies he cannot be attacked by other players in that manner for 24 hours. A cooldown of sorts to help with potential gold abuse.

Keep in mind this idea is coming from a lifelong Ultima Online PVE SERVER CAREBEAR player. World of Warcraft? PVE server only please, I hate getting ganked.

You see, Elder Scrolls Online, especially in non pvp areas, has what I think is the lowest death penalty in any MMO. Wait 10 seconds and you are back.

But I am sick of seeing people easily escape from guards. Bounty system!!! We have to stop this!

    only if I can attack you back, once I ditch the guards, and then have my choice of taking your inventory or gold...maybe both :D

    Guards blatantly cheating and being invulnerable isn’t enough? No thanks. They’re annoying enough as it is. Especially as a Magicka player (Nightblade excluded).

    Yeah, that thing was originally -supposed- to be implemented, as PvP-part of the justice system...
    ...
    ...but they changed their minds, deciding they wanted to keep their PvE and PvP apart by zones.

    So, that is that.

    As for justice... yes, it vexes me as well that crime pays all too well in tamriel, even for those fools who get themselves caught all the time.
    I would love to see more persistant guards, more persistent bounties, more annoying punishments...


    Guards that learn how to jump and follow players even if said players try to use the pathing system against them, and use a shrill police whistle to make all other guards in the area dogpile on the criminal skum as well!


    Bounties that never degrade over time, but are split per alliance... so you could have an criminal in the covenant who is upstanding in the pact lands... but when going back to DC territory finds the old bounty waiting and the guards ready, no matter how long they spent hiding out in cyrodil, or coldharbour, or wherever... (gotta help those fences earn money to support their families after all!)


    And punishments that are not just "pay a fine" or "respawn", but -actually- stuff players would genuinely want to avoid.
    Like...
    ...spending ten minutes "in the stocks", eating up your gametime as repayment for your criminal deeds... (with the other players having the option to point and laugh at you, or throw mudballs... possibly green rotten veggie balls sold by a nearby vendor as well)

    ...or for heftier crimes, let the guards break out the good old Cat 'o Nine Tails and give the character in question a whipping (folks in medieval times loved watching those), that is painful, but quick... and leaves your character with a "raw back" -10%HP debuff for a hour or two of your gametime, which may just mean the difference between win or loose when you go questing or PvPlaing...

    ...and finally, for the worst of the worst, a transport into a "prison isle" public dunegon, where they find themselves clad in rags instead their armor and bereft of weapons, and forced to spend loads of time breaking rocks or seweing jute sacks to work off their bounts...
    Of course, there also should be loads of "prison clichee" encounters, from the sadistic guard (bribe to escape undue harrassment) to the run in with the kingpins bullies (persuade to get off without a beating), to the dropped soap in the showers (intimidate to keep your... pride... intact)
    And naturally, also a hidden "jailbreak" quest, that's not readily available, but can only be found through conversations with the inmates... and then end up collecting all the ingredients for a successful escape (the more you get, the better your chances at success - and if you fail, you end up right where you started, with additional time on your bounty)
    This prison isle could come with loads of nifty achievements, possibly unlocks from them as well... tamriel-ic prison tatoos, a "prisoner rags" costume, some titles like "Escapee" for thiose who manage the jailbreak and "Ex-con" for those who work off their time... (possibly one for those who fail the shower encounteras well, tho I doubt ZOS would dare go there :p;) you know what my dirty mind is thinking, it rhymes with "Prism Witch"...)
    There also could be extra opportunities... like meeting a former crime boss in prison isle who can "set you up" with some of his old contacts, unlocking a special vendor somewhere... ("Yah, go see mah courin vinnie ovah in Abah's Landing, he can get yah some good shtuff fell offa cart, yah get meh?")

    you can only run away from guards if you are outside. them hitting you inside means you cannot use doors and eventually they one shot you. I think this is good enough punishment for getting caught (since they also take your money AND your stolen loot)

    Hasn't this been debated to death already?

    And if guards are too easy to get away from, well, then that just help make up for the fact that a 90% success CHANCE in pickpocketing has a 40% success RATE. If I'm going to get a bounty and get chased the majority of times I pickpocket anyone with less than 100% chance of success, I darn-well better have a decent chance of escaping.

    For 1000g it worth. Gather a bunches of people, each tag a light attack. Each get 1000g. Perhaps even 100g would worth if you have lots of people rotate.

    Gotta say this would make guild meetings interesting. There's always someone who has to slaughter all the killable NPCs in the tavern or locale we're at while the meeting is going on. With this we'd be able to put a stop to them lol.

    So let me get this right and play it out.

    You steal that apple sitting right beside the guild trade because the npc moves as you click
    V
    You then steal the apple and then become an attackable target for all players
    V
    Then every pretty much get ganked from every player in a 10 meter radius and typically someone not even near the fight comes and tegbags the hell out of you

    As funny as this would be, how many new players lvl1-30 would just rage quit at that?

    If someone is so bored they need this to add excitement to the game then maybe they are playing the wrong game.
