What Does This Function (RESUME_FROM_SUSPEND) Do?

I am having problems with this. My PC gives me infinite load screens if this fails.

Sample from interface.log, on a SUCCESSFUL execution: 
Load Screen - RESUME_FROM_SUSPEND Complete

The line does not appear in case of failure - And I get an infinite load screen.
