can I make my group and go to dungeon?

I mean I really need to beat imperial prison dungeon.
but when I activate dungeon finder, it never let me go there. no one goes imperial prison I think.
so I wanna make my own random people group and go there. I have no friends :L
is there any way to do this? I heard its name is "Activity finder" but I don't know how it works

✭✭✭✭✭1. Teleport to Stormhaven, Deshaan, Grahtwood, or Reaper's March
2. Push enter and select "zone chat"
3. Type: "LFG vICP, minimum 300 CP"
4. Profit
If you need a group to beat the normal dungeon, just type "LFG ICP".1 -

You may end up waiting for days...But it's the only dungeon that will pop.0 -
You can form your own group and then just use a wayshrine to teleport inside the dungeon.1 -
