We do have the two moons though, so maybe that's a factor.
If you're on PC, you can use Reshade to create darker nights. I created my preset specifically for that.

I understand why you can't "wait" in ESO, but it wouldn't be hard at all for Zenimax to give us some way to control what our screen looks like.
add lanterns like the one below (cooler lanterns in crown store so ZOS can get their greed fix).

Something that seems obvious to those affected by it is easily overlooked by ZOS - just look at the issues with red boss effects on green dungeon background that people with colorblindness had to deal with and how long it took ZOS to realize it was a problem and add the color changes. But ZOS did make changes and so it might be worth bringing your problem up in the General Forum if you are willing.

Almalexia's lantern is already in the game and free to acquire. I already have it tied to all of my characters' consumables wheel for use in caves when I'm looking for chests, heavy sacks, and branching pathways that my camera angle might be obscuring.
I might make a thread about this item idea, but realistically I know there's next to no chance Zenimax would even acknowledge it, much less do anything about it.

This is what someone who does not understand light sensitivity says.

No, this is what someone who needs sunglasses to go outside on overcast days says. I'm not belittling you. If your TV is causing eyestrain, I'd really recommend tweaking its own settings to help alleviate that.
