Jiandao✭✭✭Sewers on Vivec PC EU is fine. Nice atmosphere down there. You'll come across the occasional enemy player or small group. Zergs are rare, but do happen. It's nice going here solo or in a small group as you have to be on your guard for flag bosses and players.
IC is a bit more open and the flags allow you to see where enemy action may be. Small groups are common and medium sized zergs are fairly common. I enjoy small scale here and solo ganking. The ruined buildings really are a ganking paradise with lots of sniper nests.
