Nearly a year ago there was an official discussion about how to improve personalities (like drunk or duchess). Since then individual emotes have gone on sale. I predict they are going to offer custom personalities that you create from your available emotes. There will also be a lot of cool immersion breaking emotes that go into the crown store.

Why can't ZOS regularly release free DLCs since they are opting for this "expensive af" chapter system? Why have paid DLCs and paid expacks? They plan on releasing a few DLCs per year, why not release one or two for free? IMO dungeon DLCs are more stupid than a DLC-sized expansion pack which is more expensive than the base gsme itself or the 4 DLC pack sold in the crown store.
EDIT: it's also unfair to non ESO+ subscribers, you are limited to the main and side quests only if you don't buy any DLC or expack.

Players should really forget about mentioning spellcrafting until the game's balance is massaged some more and locked in. Balance right now is much better than its ever been in my opinion, and the last thing we need is a new complicated spellcrafting system implemented where players will exploit something somewhere and run around with crazy op spells.

Although it's true that the article refers to Homestead as a DLC, it was a free, compulsory base game update. I doubt they can afford one quarter of entirely free stuff every year (unless it is, like Homestead, an entry point for crown store stuff).

Although Homestead was a 'free' update it is not exactly entirely free since you can buy houses etc with crowns. So they hand out 'free' stuff only to make their players buy the more expensive and more stunning items with crowns.
Most companies maintain a regular advertising campaign regardless of how the company is doing at the moment, so ESO doing promotions doesn't necessarily mean they have a "low playerbase."ESO is playing with playerbase like that when they have low playerbase, marketing team comes in and starts promoting new dlc every few months and they get cash grabs like that. Have no problem with that, but atleast fix bugs and do something with performance, like its still beta. Once you figure the patterns...

So in theory one could make pothead or prostitute personality for example.sweet.
I just want to throw my prediction in - there isn't much evidence to support it, but it does pull together some hints that have been dropped over the last year.
I don't think Q1 will have a new area. Zos only said there will be a new dlc in the 1st and 4th quarters, but they didn't say there would be a zone so let's not get excited; they counted homestead as a dlc.
TLDR I predict that Q1 will add lots of new customisation and crafting. It may add a new trait and increase the gear cap.

I think you will be able to put these personalities onto your assistants as well - an idea that has been discussed at least monthly for over a year, but just this month community managers said they would forward to devs- now zos have previously admitted they love seeing forum posts asking for what they are already developing, I think this is one of those times. I expect you will also be able to dress up your assistants in costumes and hopefully polymorphs. I expect to see customisable npcs for housing too.
Long requested features like the ability to rearrange the order of your characater load screen, changing the background picture and maybe even faction changing are just some of the things we might expect. If you can change character backgrounds then expect new ones to appear in the Crown store.
crafting
The transmute system seems like the 2nd part of a revamp to the crafting system (the first was research scrolls). I suspect transmogrification has been built alongside the transmutation system, so it won't be far off. I also think we will get a way to increase the level of gear, so people don't wait till endgame to start collecting useful bits. It is possible jewellery crafting will finally arrive, but I have no reason to think that.
We were also told the the gear cap (currently 160cp) would NOT rise in the morrowind expansion - well if they add a way to level up your gear they will mitigate the pain this will cause players.
We've had hints of a new weapon/armor trait being developed - it may be more of a new chapter thing, but I believe they wanted research scrolls to be well established before adding a trait to mitigate the obvious P2W backlash.
Sorry for the rant guys. So I predict they will have a crafting/customisation feature heavy Q1 so in the January 'Year ahead' article they wont have to talk much about the rest of the year.They will almost certainly describe the dlc as "eso has always been about playing how you want, and now we have taken that even further".
Finally, I believe zos is already committed to a long-term plan. In the same way that outlaw refuges were added 18 months before the thieves guild came out. I think zos knows it needs to revamp certain crafting systems in order to make them work with future innovations that may be more than a year away *cough spell-crafting cough cough cough.

Zos is pretty light on their hints, so any talk of new traits is speculation - this is a link to an article about Master writs -https://www.elderscrollsonline.com/en-us/news/post/25931

"Will you be adding to the Master Writ system in future updates?
As we add new motifs, traits, and crafted sets, we do plan to eventually add them to the Master Writ rotation of requested goods. And, as we add new features, tools and décor to the player housing system, you can expect Rolis Hlaalu's inventory to grow and change." (emphasis is by me)
In the official discussion for that article (on these forums, get there via the link above) this was commented on and Jess Folsom answered saying;
"Someday maybe, but there are no new Traits planned for Morrowind." - this time the emphasis is in the original quote and not added by me, and for some reason I feel that makes it more significant; it is very different from stating that there won't be new traits.
The range of research scrolls being added to the game, and the upcoming Transfig system may be a coincidence, but they make the addition of a new trait easier for players. Anyway, I liked being asked for the source because it made me realise there isn't any strong evidence of a new trait, but I still wouldn't be surprised if it happened.

I think that the next Chapter will be somewhere based in the Dominion. So far Covenant got a chapter with Wrothgar (before they started calling them chapters) and the Pact got Vvardenfell. So a Dominion based chapter would seem logical. But there is no guarantee that they are even thinking along those lines.
That being said, Summerset Isles are the prime choice due to its size for a Chapter dlc. What concerns me though is lore wise, isn't Summerset more or less completely closed to outsiders? I am not super familiar with High Elf lore, but things I have heard and read give me the impression that its a very reclusive place.

Spellcrafting and the Summerset Isle chapter are legit perfect when coupled together, and it’s almost a given they’ll arrive Q2 2018.
