Yes, It's meant to resemble Adamantine Tower / Direnni tower but because there is no quest or content surrounding this tower and because you only see it from a distance (unless you glitch yourself there ofc). ZOS decided to probably save themself the time and effort to make a unique model for the building and just took the already existing White-Gold-Tower models. Though I understand ZOS' decision here I really hope they revisit the place sometime in the future with a new model and maybe make the player go there in a Dungeon/Trial etc.

Just wanted to say, while ayleids indeed TRIED to build a copy of Zero Tower, they couldn't do it exactly the same. It is stated in some book about Direnni Tower that it has unrealistic proportions, with which no building can be stable, and material is unknown. Yet ayleids built WGT themselves, dealing with laws of physics, of some real stone (marble probably?)
What I mean they can't look exactly the same.
I really hope devs will take this into account when/if they'll make Direnni tower accessible in future DLC.

The stone they built with is called Telvar stone. The daedra in the Imperial City DLC destroy the tower because doing so makes mundus more unstable, if I remember correctly. Because the creation of Telvar is highly unethical, the existing Telvar stones that have been broken off must be recollected for later reconstruction. That is the reason why the merchants in the sewers of the Imperial City accept Telvar as a currency.
