Gotta say I think you must be doing it wrong? And first question that comes to mind is "Why did you buy Morrowind?" What were you expecting to get out of it when you purchased? So far, I have had no value from it. I have not made a Warden - probably the main reason to buy it. I've never done Halls of Fabrication, much as I'd like to. I did one public dungeon which seemed to have no story and nothing to kill. I haven't had any great or interesting loot. I've never seen a Thieves' Trove. I did the Ashlander dailies every day for a long time, but still don't have a full set of motifs. (Seems I only ever get chests). And we've seen no Morrowind updates at all. And I rarely see people actually playing in Vvardenfell.
I think Morrowind needs a couple of dungeons. Maybe an 8-player or 6-player trial, to set it apart. I know people duo dungeons a lot, but maybe a 2-player-specific one could be interesting as well.
If ZoS are going to introduce a Necromancer (I looked at the wishlist for 2018), maybe it's a Morrowind class. (Though do I want a Necromancer here? I loved my GW necromancer...) Maybe the way to get to the top of the volcano is a dungeon.
What else would make Morrowind worthwhile?

Outside of Wardens, I deadass didn’t give a damn about Morrowind. I really didn’t. I have the little figure that came with the collector’s edition in storage somewhere (which was delivered broken), and I hardly ever even chill in Vvardenfell. Making it an even bigger waste. On the bright side, I make use of the Telvanni Magister personality regularly. But outside of the newly introduced personality and Warden class, I definitely wasted my time picking it up.

You didn't mention:
Battlegrounds, Telvanni Master Wizard personality, a bunch of well-written quests, more skill points to spend, the great house styles in a zone that has nostalgia painted all over it.
I honestly don't know why you are complaining. I bet most people are actually satisfied with their purchase.
