If you're going to nerf crystal fragments from stunning people for players why not the guards?

But, yes, in general the Cyrodiil Guards have a better skillset than the players, intended to make it difficult for people to solo resources/keeps. The Cyrodiil resource and keep guards are balanced in order to provide a challenge to solo players and groups of 8-24 people. It also makes sense that the Cyrodiil Guards' abilities are separate from player skills so that ZOS can tweak each individually.
