During this process I've disabled my firewall, realtime scanning, and UAC, as well as moved my Zenimax Online folder out of Program Files x68 into a separate games folder.

What OS are you using ? I have Windows 10 and I have the same issue. I do run as admin, and eso is (obviously) not running when I'm updating, so that takes care of the 2 most obvious causes

Also I don't think It is an anti-virus issue. On one machine I have default Windows Defender, on the other I have Mcafee. The update problem exists on both. One of my friends is running G-Data anti-virus and has the same problems with updates.
It all started after Morrowind patch. I used those anti-viruses before and there was no problem with game updates. So I think it is on ZOS end.
Make sure before a patch that you disable all your addons, some of the problems players experience in logging in after a patch may well be related to addons that won't have been updated yet.
