I have as of yet to see the recipe drop since morrowind. Would love to know if it actually is still in the game.

@Colecovision are you pickpocketing 3 times on the same person? Or pick, pick, murder? The rare stuff usually only drops on the final item before the Npc is empty

That theory does get floated around quite a bit but I don't think it is true. I know for me personally it isn't true. The last bubbler recipe I got was on the very first pick (first NPC first attempt) with a new character. I've kept track of all the wanted posters I get and the distribution is fairly evenly split. I got two Telivani motifs last night one on the first pick and one on the 2nd pick. I've been getting furniture again scattered through all three picks.

It is best to hit each NPC three times so that you get three chances but in my experience third pick/stab isn't any more likely to give a good item than the first pick.

No I'm sorry but you are wrong. The third pull theory has been proven time and time again. This can easily be shown by pickpocketing guards. Wanted Posters drop in the third pull 95% of the time. it also can be proven by pickpocketing in Morrowjnd. New motifs drop on the third pull 95% of the time. It works the same for patterns.

No, you only THINK they are wrong. You have no hard evidence for what you call proof. It could be just damn luck or misfortune or whatever. RNG being RNG. I don't think it's that drastic, really. I have had good loot all over the tries. The only thing making your theory somewhat understandable is that of course the chances for getting something good are higher when doing more picks. More tries mean more chances to get what you want. But I don't believe that any try is in itself better than the other. But, I am doing it right, I don't know the hard truth, only zos does. That's why I only talk about what I think about those situations based on my onw experiences. And your 95% don't mean that your statement is necessarily true, actually shown in those 5%. So don't go around telling people how they are wrong, when all your so called evidence is only subjective experience as well, just like theirs.
And let me tell you a little bit of my own experience over the time: I got the wood elf throne twice in the same circle from the same person, directly after each other. Think it was second and third pick/stab. Anyway, I got a whole bunch of wanted posters and from what I remember I got them relatively evenly distributed over each try. First, second and third.
