The only way to be sure of a response is to send in a support ticket, ideally in-game. If you are just trying to make suggestions they will probably just tell you to come back to the forums to post your ideas here.
If it is too personal to post here then you might be OK sending a direct message to a forum moderator or community manager directly, there is a messaging system built into the forum (just click on the name of the person you want to message), but do not expect a response.
Finally, to answer your question and maybe be judgemental. Zos doesn't have conversations with their players about the game rules, direction, mechanics, etc. They sometimes listen if there is a massive outcry, but they almost never comment or discuss specific issues. If you want a moderator to see this post and contact you directly I think you have the wrong expectations, posting in the early hours of Sunday morning means this post will probably be on page 10 before any moderator logs onto the forums!
#1 tip (Re)check your graphics settings periodically - especially resolution.
/feedback in game will send a feedback ticket to the Dev teams to read.
General forums posts might get viewed.
