Guild Bank viewing without Withdrawal access broke?

I've already /bugged this (171110-001721), but wanted to see if this was happening to anyone else.
Users have recently been unable to view the contents of a guild bank if they do not have Withdrawal access. It used to be that you could at least view the contents, but now you get a "Permission Denied" message when viewing the list. Yes, all addons disabled, and it happens with multiple guilds from multiple players.
Anyone else?

✭✭✭✭✭Its working as intended. ZOS didnt mention it in the patch notes of PC. Still I support reporting it as a bug, so ZOS removes that change, since - i guess - its an issue to many and actually nobody asked for that change.Edited by Dont_do_drugs on November 10, 2017 7:23PM

Yes, but whether it happens evidently appears to be affected by the controls which the Guild Master and/or other "Officers" who have access to the Guild UI configuration have chosen to adopt. With one of my guilds, I can see everything, withdraw as well as deposit items to the Guild bank account, but not withdraw GP from the Guild bank account (although I can see the current balance). With another of my guilds, everything that could be displayed by the Guild Bank UI is blank, usually with a message about the Guild Bank permissions which my character has been given.....

I agree that every Guild member should be able to see all of the items stored in the Guild Bank, regardless of whether every Guild member has permission to deposit and/or to withdraw items from the Guild Bank account. The fact that we cannot see them could be a bug in the game client and/or host software.
Problems arise when members can see the current GP balance in the account. The system of bidding for Guild Traders gives an advantage to guild masters/officers who are participating in the bidding process when they know the amount of GP which potential competitors can bid. One or more of their guild members are also members of competing guild(s), so allowing such a character's player to see the Guild Bank balance essentially allows an "infiltrator" to share that data with the Guild Master and/or officers of another guild. That is what ZOS has decided to try to prevent.
