It's most likely due to the game having a bug in the sound processing limiter.

Basically, in every game available, there are caps for the number of individual sounds that can be processed at any given time. Very old games might have 16 or 32 max sounds (Morrowind era games), with 128 being the upper limit supported by DirectSound (don't know about limits for XAudio, xAudio2 and OpenAL).

So when there are too many sounds, rather than have the furthest ones away from the player cut out, there's a bug that has sound cut out altogether.

If your sound keeps cutting out while playing The Elder Scrolls Online, please make sure your drivers are up to date. If your drivers are up to date and this is still occurring, follow these troubleshooting steps:

Windows has a feature that allows audio communication software (Skype, TeamSpeak, etc.) to control the volume of all of the sounds on your computer while they are running. Sometimes, this feature doesn't work as expected and may cause errors with your audio. To disable this feature:
    1. Close any communication programs you have open.
    2. Right-click on the white speaker icon located in the system tray near the clock.
    3. Choose Playback Devices
    4. Select the audio device that you would like to adjust and click Properties. (If you are unsure, choose the ones with the green checkmark.)
    5. Choose the Advanced tab
    6. Uncheck the "Allow applications to take exclusive control of this device" box to disable both boxes and Click OK.
    7. Repeat these steps for any additional Playback devices, and any listed on the Recording tab.

You may also want to go to the Communications tab and set the option to "Do nothing." Reboot your computer for the changes to take effect.

so, you mean that when the game at version N-1 is working fine (including Cyrodiil), and when updated to version N, sounds is a massive fail only in Cyrodiil, it's windows and driver's fault, but not game's ?

Doesn't work. Sound still keep dropping away at big Cyrodiil battles....and many players have that same experience....

Fix the game, try not to fix Windows....
