Check your local laws. ZOS has nothing to do with not allowing sweepstakes in certain countries.

its sweepstakes, not a contest. there is a difference. and its not like poland is singled out. there are couple of US states that cannot participate in sweepstakes either. which is why.. there is a secondary component to the event that EVERYONE can participate in. and that is first random dungeon of the day event.

as for giving stuff to people excluded from sweepstakes, consider this. people who participate in sweepstakes, but don't win? which is vast majority of participants. don't get anything extra either. so how is this fair to people who don't win? that those who didn't get to not win, get something extra? do you see the problem here? which is why ZoS DID bother to give something to everyone, those can can participate and those who cannot. random. dungeon. mystery. boxes.
