Not disagreeing with you, but this concept is all over the game with shuffle, NB skill, and a few armor sets. I don't necessarily disagree with their idea to drop major evasion to 15% given it's previous ability to work with other armor skills and the shields that used to last longer than 6 seconds. However given the lock of skills behind 5pc and that I am also suggesting this as a 5pc, I don't think this is a major stretch.Just gonna stop you there. Passive dodge chance is an awful idea.
It feels bad for everyone. The person with it never really feels the impact, and the person playing against it gets frustrated when a 1% dodge chance screws them out of a kill.
