disable your addons and try again. CWC broke a lot of them...

I am having the same problem, on PC EU.
Cannot view the guild bank inventory for guilds in which I don't have withdrawal (edit: withdraw item) rights. Guilds where I can withdraw items from the bank do not have this issue for me.. But as OP mentioned, the transparency of being able to view what is in the bank and ask another member to withdraw the stuff you need for you, is essential at times. (Common practice in several guilds, in fact).

I could not find anything regarding this in the patch notes.

I've noticed this bug on PC NA and came to the forum looking to see if anyone else had posted on it. Several of the guildies in the guild I help run have asked us why we have hidden the contents from them (which we of course have not done, and I have told them it is a glitch as I didn't see anything about the change in the patch notes). We don't keep anything of value in there, we have a backup bank for that, but we do keep items that are frequently in demand in there (intricates, ingredients, motifs, patterns) for people to have as needed (in exchange for a gold donation to help pay for the trader).

We've had new members steal from the bank and then leave right away, so we lock privileges until we know them better. Which is a pretty common practice of most guilds (or at least all the guilds I have been in). I don't want to have to change our bank access policy just so more members can see the bank contents.

Can ZOS confirm that this will be something that will be fixed? Or is this something that we are going to have to find a way to live with the change?

I just noticed this when I visited the Guild Bank all that displays is the following “No Permission; Your Rank does not permit withdrawals from the Guild Bank” and no items are displayed. Under different tabs it states, “No items to show” with a big blank page. This is with add-ons turned on and all turned off. Is this by default or is it a bug? According to the guild master I should be able to see all inventory items just not withdrawal from it.
I just finished with a new install of ESO on a spare computer with no add-ons installed same problem.

Still no answers? This is a real problem for our guild, since we restrict withdrawals by new members, but we still want them to request items via higher ranked members. This gives them a chance to learn the rules and demonstrate that they understand them.

Hoping this is a bug that will be fixed soon. If it's an intended feature, then I'm very sad. I've been hoping for more controls on who can withdraw what and how much--this feels like a step in the wrong direction.

I'm genuinely shocked that this hasn't been fixed yet or even acknowledged in any way I've seen. This should have been a tip-top priority, I would have thought.

It has been 2,5 weeks since this bug popped up, guys.. Can we have any response on if / when this will be fixed?
Even just a simple 'we're looking into it' would be nice at this point.

This bug really does make Guild Banks basically useless. You don't want to give open access to just anyone, but anyone who can't withdraw can't view. Players can't ask an officer to pull an item for them, because they have no idea what's in there.

Currently, your options are:

1. Give everyone in your guild full access to the bank and risk someone cleaning you out.
2. Make the bank only for trusted members of the guild, meaning the players who need it the most can't use it.
3. Don't bother with the bank at all.

I continue to be shocked that a bug like this would last so long.

If this is intended, it is really hurting guilds and their ability to secure their banks and get guildies the things they need.
