No new quests appearing in Vivec, this includes scroll quests, scouting, kill quests etc. Once dropped or completed cannot get new one. Currently on PC NA Vivec.

Just out of curiosity, have you checked this Setting?
Go to Settings>Nameplates
Scroll all the way down and look for the option 'Quest Givers'
Make sure that is Toggled ON
Go up to Interface and make sure both 'Compass Quest Givers' is ON and 'Compass Active Quests' is ON
