Increases your damage done with damage over time effects by X%.

Does this also increase Healing Over Time effects?

Specifically regarding Nightblades, though I am curious. I'm sure the obvious answer is no, but I just want some clarification.

    If the heal is based on damage done then yes, if not then no.
