Is the cost of Rune Prison increase correct?

I noticed the last PTS patch notes stating an increase of 16% on Rune Prison and the current patch notes stating 75% cost increase. I hope this is an error.

Numil✭✭✭If is error is not the only, because now Prison rune is buged player just can't cast the skill if target blocking.
