It is a mystery, and I am sure ZOS is right on top of it. You are supposed to get the XP scroll that comes in Crown Crates, not be piddling around trying to farm the materials to make a potion, or buying that dodgy potion from some back alley vendor.

The in game version is there just so we can't say the store is pay to win. No one said the drops or price has to be good, just that it has to be achievable in game.
