At about 80% enemy HP, Steel Tornado does equal damage to Power Extraction, thereafter, it hits harder.

with 3304 weapon damage and 33k max stamina on my stamplar, my tooltips numbers are:
7717 damage on first target
9252 damage on second target
11083 damage on third target
Shroud Daggers -> light attack -> Biting Jab -> light attack, mob group of 3 at ~30k health each should all die
not sure what stamblade has in place of jab but i think starting with shroud daggers can't go wrong

with these stats and wearing TFS and VO and krags
As you can see, there is almost no difference in damage at this scale, so why would you not run a class skill that give more ulti, more healing and does major brutality AND is 250 stam cheaper?

You crit twice more with power extraction and still pulled lower DPS.
My original point was that Steel Tornado hits harder, not that it was a better skill overall.

There's a blatant 1.2k DPS difference.
Your PE also critted for 11k. Steel Tornado crits for (MAX) 16k, and it critted less than your PE. That's a 5k damage difference (pretty massive). If you were in a fight that lasted longer than 3 seconds, then the DPS difference would be much larger. This is because Steel Tornado scales so well with enemy health.
You don't need Major Brutality at all; it's certainly a luxury, but you have pots instead, which are cheap for stam users. Healing doesn't matter from a pure DPS standpoint, and a 250 stam difference isn't a deal-breaker either.
Just go with Steel Tornado.

Honestly heavy attack > reverse slice clears most overland stuff easily enough.
Both abilities have high splash damage, and you keep up your stam, which is good for sprinting between packs.
