yea that's what i figured as well, I could see it being very nasty on a melee magicka nb...in fact I could probably just swap my current templar setup over and do fine.. though i'd probably swap to trans instead...
its of topic but.. why do u play your magblade with staffs? i have also a mag sorc and when i play my mageblade with staffs it feel so much weaker than my sorc.. TD:TR staffblade is just a weak sorc nothing more

Imo, surge is one of the best small scale PVP damage sets. It adds similar spell damage to julianos (~100 less after buffs) and has a proc that breaks cloak and procs concussion. If you don't have a source of concussion in your build the proc will make Surge outperform all other damage sets in game.
Simple as that really
It also procs skoria onbuilds that usually don't have enough DoTs
Edit: goes through block and can't be dodged

I would prefer 5x desert rose, 5x overwhelming, 2x Skoria IMO. Let's you use tri food and have great max stats.

I use tri stats food already.
With light, regen is enough at 1800.

Lol I was running a very similar build and really only had trouble with @Lexxypwns he would time for my bar swap (block drops for a hair) and that's when he would use Assassin's Will, because of no impen, it would one shot me
