Adding some aedric worshipping world skill, and gives passive and actives that taking both your max mag&stam, weapon&spell damage into consideration

Soft cap is not coming back, and since there is little unique thing about mag/stam (most of the things you do can be accomplished with mag build or stam build),
a hybrid skill tree seems the only way to go

we need to off skills damage scaling from max resource first. damage depends on this feature very much
then need some changes to CP, skill morphs etc
this is a huge amount of work I dont think ZoS ever would work on it

The question is, why would hybrid builds be good for the game?

Because what will a hybrid build bring that a standard one doesn't.
Most classes run something like 2 ground dots, a single target dot and then a mixture of spammables and executes.

All a hybrid build would do is combine the most powerful of each style in order to pull higher numbers.
It wouldn't change the playstyle of any class much at all, given that most key abilities already have a magicka and stamina morph.

Frankly the only thing I see hybrid builds bringing to the table in pve is imbalance.

Pvp is slightly different in that most builds are already hybrid in the sense that they use their secondary resource as utility.

Hybrids would let me use nifty class skills effectively without hamstringing myself (e.g. getting one extra cloak cast vs losing effective weapon damage). It'd bring some interesting set possibilities back.

It'd also be more intuitive: even if a new player figures out weapon vs spell damage and is wearing the correct weight of armour, the game doesn't explain that damage scales with the resource stat. I've lost track of the number of times someone in guild chat has asked for build help then had their minds blown about the damage difference.

Also hybrid builds would be a good way to balance out the tank / healer vs dps ratio in the LFG, as it would be more easy to run both tank and dd for example.
