Are costumes server locked?

About three months ago I purchased ESO with Morrowind and it came with crown crate - one per server and Warden Costume (or is it "Outfit"? - sorry, I'm still noob). I had a nice drop from crate (costume) on NA but that costume doesn't show up for my characters on EU. Is it a bug? Thanks.

✭✭✭Yes, they will be locked to the server u bought them on. Sad but true, sry.
I always wondered if they did this to discourage players from wanting play on both servers daily.

Because those were part of your initial package, you got those for both servers.
Anything you actually acquire in the game will always be only available on that server.

Yes, anything acquired from a purchase outside of the game is shared by that account across servers. Really just like the purchase of Morrowind was shared. Anything purchased in the crown store is locked to that server.0 -
