Who Makes Decisions on Non-Armor Conforming Arcane, Robust, and Healthy Jewelry?
Most jewelry in the game has a max attribute stat which conforms to a specific armor type:
Heavy = Healthy
Medium = Robust
Light = Arcane
But there are some specific jewelry pieces in the game which don't conform to their set's armor type. For example, Gem of Curses is part of the heavy armor Rattlecage set, but possesses Arcane (magicka) as its max attribute.
Who at ZOS makes the decision to create different jewelry? Why did they choose to only make outlier jewelry for some sets, not all?
