Who Makes Decisions on Non-Armor Conforming Arcane, Robust, and Healthy Jewelry?

Most jewelry in the game has a max attribute stat which conforms to a specific armor type:
Heavy = Healthy
Medium = Robust
Light = Arcane

But there are some specific jewelry pieces in the game which don't conform to their set's armor type. For example, Gem of Curses is part of the heavy armor Rattlecage set, but possesses Arcane (magicka) as its max attribute. Who at ZOS makes the decision to create different jewelry? Why did they choose to only make outlier jewelry for some sets, not all?

    They were the named jewlery of that trait before the onetam (?) patch. And only the set part was added. And if your wondering what was chosen where. They tried to make it set/trait friendly whilst fitting the name theme. (Hence why there is so many effectively same viper jewlery)

    Interesting. I wonder if they'll ever revisit the max stats on jewelry, or allow us to change them ourselves. When sets possess jewelry with different max stats, then those sets instantly become more versatile.

    For example, Rattlecage jewelry with max magicka allows the heavy set to become more DPS-focused when worn on jewelry and weapons. However, the stamina equivalent to Rattlecage (Dreugh King Slayer), doesn't have that luxury. All of its jewelry can only be acquired in max health.

    Well, they have mentioned jewlery crafting prior. And with trait changes as of recent, I presume it will happen. Not sure when though.
