Maelstrom staves dont need charging?

Got my first Maelstrom lightning staff and I noticed it is fully charged all the time. Is it really so or is it a bug?

This is exactly how it works. Blockade must be cast from the bar with the Maelstrom staff. Most people cast it off their back bar with their AoEs and buffs and then move to front bar with their main attacks. You will see the glow and that effect will transfer to your other staff when you bar swap.0
