Maelstrom staves dont need charging?

Got my first Maelstrom lightning staff and I noticed it is fully charged all the time. Is it really so or is it a bug?

u need to proc the enchant which would be using the blockade from destro skill line

I do the blockade with my main bar and switch to second bar from which i use heavy attack with maelstrom lightning staff.

If you're not casting blockade with the staff then I don't think you proc it. You can see when it procs because the top of the staff will burst and pulse with the element.

This is exactly how it works. Blockade must be cast from the bar with the Maelstrom staff. Most people cast it off their back bar with their AoEs and buffs and then move to front bar with their main attacks. You will see the glow and that effect will transfer to your other staff when you bar swap.
