Volsera✭✭✭Hew's Bane definitely, I love that place. It's warm, the Arabic structure rules, there's enough water to drink and grow my crops and daaaamn Abah's Watch guards are hardcore so they will keep me safe.

Second choice would be Bal Foyen or Stonefalls. For being very reminiscent of Morrowind.0 -
