Some has gotten it but its very rare. Better to buy the bubler itself, you probably don't need more than 10.

When I moved to NA server, I gave my bubbler plan to a friend on EU, see @Solasub if you're interested.

Used to farm these, both the plans and the bubblers, and gave both away for free. Now all the NPCs drop are moldy morsels. I've been wondering where I'm going to get the plans I need for the rest of my alts. Do they drop randomly, can they be grabbed from the purple randoms at the Master Crafter guy, or....?

On topic, this actually makes me want to put a couple in my houses, since they used to just be just a static bauble nobody would notice.
