How is damage/attack calculated now? Does it scale off max resources? How do you mix att points?

I've come back after a while, how do you calculate attack damage (spell/physical) now? Does it scale off maximum resource, so for magicka abilities and staves off max magicka, and stamina abilities and normal weapons off max stamina?

How do people build tank builds then if putting points into health compromises how much damage you can do?

    High health and high mitigation are separate stats. You don't need a high health build to be able to be tanky, you need high mitigation and high block cost reduction with the ability to sustain, no attributes in health necessary.

    Yes, max resources and spell/weapon damage both add to your abilities power. The conversion rate is about 10.5:1.

    So I just need to pile up all those resistances, right? I remember seeing various tank builds before Homestead (I took a break and came back after Morrowind), like several templar tank builds that had several points invested in health, so I was wondering how do people calculate how much points should they put in health and the rest in stam or magicka. I think this one in particular was a very tanky PVP templar that could keep several people occupied and relied on sun shield, but with the nerfs I'm not sure if it's possible to do that exact build anymore, however I'd like to figure out how many points can I put into health - right now I have 15k at level 46 and usually it's recommended to have more, so I probably should do that.
