Assuming the validity of the complaint that the original version of the Asylum destro staff was too strong in PvP, it seems to me that there are 3 reasonable options for addressing that issue.
@ZOS_Wrobel chose one of those options (poll option 1) by making the 2nd cast of Force Shock proc all three elemental status effects, instead of every cast with a 4 second cool down. I am proposing another alternative, which would offer similar results in PvP (poll option 2), where you have a 50% chance to proc these effects on any cast of Force Shock against other players, again with a 4 second cool down. This preserves the ability for 100% uptime in PvE, while keeping the nerf where it belongs (in PvP). And then there are those who are strongly in favor of separating PvE and PvP balance entirely (poll option 3), where the staff would function similarly to Minor/Major Slayer in that it only is operable on NPC targets and thus useless in PvP.

Revert to 3.2.0, with the added text - "50% chance to proc on player targets."
Revert to 3.2.0, with the added text - "Only effects NPC targets."
