I'd prioritize the performance problems. Bots exist as a plague in MMOs in general. You kind of have to reluctantly admit that they'll never completely be eradicated. Performance problems can be addressed through careful application of programming talent and a bit of the money they're pulling in from memberships, crown store, etc. If ZOS announced there would be no new content in the coming quarter and instead they would focus on fixing the game performance, I wouldn't complain.

If bots put stress on the servers, so do large gatherings in Cyrodil. Fixing large-group PvP activity will at least minimize the performance impact of bot trains. Once that's done, go after the bots. Perhaps good filtering on logging where large numbers of player characters gather and impact performance -- both for debugging/proactive performance monitoring and management plus bot/not-bot discrimination. Find and fix performance hits, find and track bot behavior for further action.

Well, since I don't experience any of these "performance issues" that everyone speaks of, I'd have to disagree.

I'm constant 50+ fps and below 120 ping when playing. The last time I experienced a disconnect from the game was when my cable modem decided to reboot.

What is considered good performance vary from person to person. What you said I would describe as bad, and I got even worse than that most of the time. Depends on where I am aswell. Ping depends on what game it is but pvp in this game more then 40 ping is just not fun imo. Add to that the minimal fps. How much money I have to spend on top end gear for a PC to get even constant 60+ fps at lowest settings I do not want to know.

Why does it have to be an either/or?

Having to choose, I'd say performance, as it affects more areas and aspects of the game than botting every will.

I suspect getting rid of the second would directly help the first, but only a fraction of a percent.

The bot issue should be easy for a creative Dev to overcome, and certainly easy for any programmer that was able to first fix performance.

Bots are just an annoyance and so far have never effected my performance in the game.
