GTech_1✭✭✭✭This is definitely a valid text issue. It appears to be just a simple miss by the dev team while introducing the new "turn a writ in anywhere" system.
Additional info for the dev team:
The Nokude potency rune was considered by the dev team back when Orsinium released. At the time, ZOS was considering a gear cap increase to VR 18 (yeah, I've been around for a while
). The "Nokude" potency rune was one of those VR 18 runestones.
Thankfully, no gear cap increase occurred, these runestones were deprecated, and they never saw the light of day on the live server.
The writ in the screenshot does, properly, require the "Jehade" runestone for completion, so it looks like just a simple text update is in order.
@RaddlemanNumber7 : I see, from your screenshot, that you picked up the enchant writ in Orsinium. This also makes a bit of sense, since at the time, Orsinium was the top-level writ turn in location.
This info should help ZOS to replicate the issue on their end.
I'll tag @ZOS_GinaBruno and @ZOS_JessicaFolsom so we can, hopefully, get a quick confirmation.

I picked up this writ in Deshaan. As far I have seen on Live and on PTS all top level writs have the Orsinium message on them. That does not appear to have changed with this patch.

GTech_1✭✭✭✭On live, the top-level writs (10/10) are turned in in Belkarth, Craglorn.
Are you, maybe, at 9/10 points in the "Potency Improvement" passive (Crafting > Enchanting skill line)?
You may want to confirm that on your character, since that info would also be helpful to ZOS in replicating the issue.
As for the turn in location (considering the new turn it in anywhere system): If you picked it up in Deshaan, you *should* have been directed towards the Deshaan turn in location. There may be a bigger text issue here (possibly, passive rank specific), or they may not have deployed all of the text updates to the PTS, just yet. Either could be the case.
The info you've provided should be helpful, either way.

✭✭✭✭My mistake. The crafting writ text on the PTS is exactly the same as that on the live system. On Live the writ for "Superb Glyph of Health" also asks for a Nokude Potency rune. The top level writs on both Live and PTS all reference Orisinium, except for the Provisioning writs for CP50 food/drink which reference Belkarth.
I had assumed that the patch notes meant the text on the writs would change on PTS:Crafting Writs •Enchanting, Blacksmithing, Clothing, and Woodworking Writs now indicate that the required items must be standard (white) quality.
•Crafting Writs now direct you to deliver your goods to the nearest Writ Quartermaster instead of a specific turn-in site.
•Now that Crafting Writs can be turned in at any turn-in site, you are no longer required to have access to the Hollow City before you’re given the tier of Crafting Writ that was previously turned in.
•Provisioning Writs now indicate that the required recipes are available for purchase from Chefs and Brewers.
