Will each time they do damage count towards % to proc effect or is it just initial hit like bleeds and poisons? I understand why it would be that way for poisons and bleed its after damage from initial hit and a different kind of damage. I think it would be dumb for channeled abilities...

And magicka steal has when you deal damage and such and such
And then he asked about channeled abilities and dots
Which interestingly enough has a pretty unknown interactions with magicka steal and life steal.
So adding in the fact OP never mentions proc sets specifically, I thought the question and information was apropos.
But hey, who needs to know game mechanics right?
storm master set, for example, can proc on every tick of damage over time during a channeled attack (channeled attack like Radiant Destruction and lightning staff heavy attack count as DoT and benefit from thaumatage CP bonus)
sorc skill Surge proc on every tick too
iceheart set can proc on every tick of DoT too
as long as it does not say 'direct damage' it should proc on DoT
magickasteal should proc on DoT too, but it's limited by the 1 second cooldown.
