OK, sorry I could not do the testing last night, my enlightenment was during a guild event I was involved in. As stated above, the small amount I had left over got used up before I could set up the test.
Any way, I have two addons I used, AUI and Combat Log Statistics. The former shows Exp and Cxp, and CLS can be configured to show exp to a Skill Line. I was killing the Lurchers in Bangkori, which give me 683 Exp per kill. I have ESO Plus. While not enlightened, I was earning the 683 for the kill, and getting 683 towards the skill. While enlightened, I was getting the 683 Exp, with 2732 Cxp. However the Skill was getting 683 per kill.
So, Enlightenment does not apply to skill progression.
Now, one thing that can explain accelerated skill progression and having it slow down is the Morph point. Prior to Morphing, a skill on the bar will gain quite fast, but after morphing it slows down.
I do want to thank you for encouraging me to test this, as the game does change stuff and not always let us know.

It only boosts XP-gain for CP...so no, it doesn't help you leveling alts.

Lol...i have 11 chars....2 of them created before 1.6 and Enlightment only effects CP gain...nothing else...as i already said, read Patchnotes 1.6 where they introduced CP and stop claiming nonsense.Noobplar0 -

✭✭Admittedly, the title is dramatic for effect, and this isn't a big deal. But it does annoy me.
Enlightenment is a great CP catch-up mechanic, and great for allowing casual players to keep up. But I have 970 CP. I can quit the game for 2 1/2 years, and still be above the cap when I come back. Yet every night when I log in, I am enlightened. There's just no reason for this. Why does the Enlightened state exist for people well above the cap?
Does anyone else get annoyed by this?
if the enlightenment mechanic didn't exist you would hardly earn CP at all at that level without grinding. It reduces the cost of your next CP by 75%, which in your case is quite a lot.
