I'm all about choice when it doesn't fly in the face of greater concerns for the overall project.
With that said, I just realized a probable good reason to still keep Cyrodiil locked until level 10--and keeping it this way, despite the way the game has evolved.
It keeps opposing Alliance members from rolling up a random throw-away level 1 and using them for tactical advantage for a short time and deleting the character. Someone would have to be dedicated and level a cross faction character to level 10 and then let that eat one of their character slots.
If you are planning on using the character to tactical advantage in Cyordiil, you're most likely a max level anyways, so you know the game well and getting to level ten is fairly easy.
