First of all, I'd like to say that the recent changes to healing ritual are first steps to making the skill useful. The hasty prayer morph especially could be really powerful but it needs some tweaks. The other morph is only PVE oriented.
Why is Healing Ritual not being used ?
-> in PVE, healers use healing springs, extended ritual, healing orbs for main healing and breath of life when burst healing is needed.
-> in PVP, channeling a skill without any defense is not an option in fast-pace PVP in ESO where you can get several skills timed at the same time.
The casting time is not worth it right now because of the fast pace healing needed in ESO. However, I don't want to erase the casting time of the skill - that would make it too overpowered - and I think it could be relevant with the following suggestions.
How to fix it?
- PVE morph : add a HoT effect working on allies while channeling & keep the fact you can't move. Concerning the extra healing on a ally far away, it could be removed or kept : magicka refund of healing springs and the total amount of healing provided by this new version of the skill must be taken into account. If the magicka cost is too high for the healing it provides compared to healing springs, the skill will not be used. But I think keeping the extra ally heal could undermine BoL utility.
- PVP morph : add a HoT or defensive buff working only on yourself while channeling & keep the hasty prayer idea
Reasons
IN PVE :
It would still be different than Breath of Life which role is to cast an instant powerful healing in "oops" situation. But it could finally compete with healing springs as the last tick would be a powerful healing effect. The point of this change could allow ZOS to introduce more mechanics in trials that could require more focus on healing and then require the healers to better manage its support role and its healing role - at the moment we can do both without too much difficulty. The skill could also work in SO or MOL HM in situational cases and be viable.
IN PVP :
With a HoT or a defensive buff, you could have time to channel the skill entirely. It could be interruptable (-not sure if it is right now) too. PvPers would definitely use the skill because it doesn't require a restoration staff and is a group healing that can be used in many situations. It could have drawbacks : such as being interruptable and could have also a new shiny effect indicating to other players that you are about to use it.

Restoration is a perfectly valid school of magic, and don't let anyone tell you otherwise! - Spells and incantations for those with the talent to cast them!
