That is the planned cadence at present:
Q1 - QOL, and a 'thing,' like housing
Q2 - Chapter, and is paid for
Q3 - Dungeons, like Hist and now Reach
Q4 - smaller DLC-sized content, CWC shortly

I have seen players now saying they want transmog before the transmutation system that is coming with Clockwork City. If that's all transmog is, then I say ZOS made the right decision because transmutation seems a lot more useful for all players.

I'm not sure... Transmutation (trait change) is actually important only to min/maxers. Sure, many casuals will use it too, but it's unlikely to impact their performance in any significant way. Transmog on the other hand is purely cosmetic, but still awaited frantically by all players who care about their character's appearance and fed up with having to wear costumes because of the mismatched armor that the game forces us to use.
I'd say both systems are urgently needed and I'm happy at least one is coming.

Well like you said transmog is cosmetic. The tranmutation system to me is more important because for a very long time all sorts of players have complained about the burden of RNG in ESO, and this system helps alleviate that. So I think ZOS made the right choice.
Why can't ZOS regularly release free DLCs since they are opting for this "expensive af" chapter system? Why have paid DLCs and paid expacks? They plan on releasing a few DLCs per year, why not release one or two for free? IMO dungeon DLCs are more stupid than a DLC-sized expansion pack which is more expensive than the base gsme itself or the 4 DLC pack sold in the crown store.
EDIT: it's also unfair to non ESO+ subscribers, you are limited to the main and side quests only if you don't buy any DLC or expack.
