Previously Login Locked Characters - Check to see if past Hireling Mail has no Cooldown/Restriction?

One of my characters who had issues logging in, which has now been resolved, now gets Hireling Mail each time they change zones or login.
In this instance this character had an Enchanter Hireling at 1/3
Each time I login/change zones I get Hireling mail for enchanting. This will occur even if I have no skill points in said passive.
