Dark Brotherhood Overseer Bugged?

What has been happening is that I like to do perfectly on the Dark Brotherhood missions. When you kill the primary target (USUALLY) the "Escape before the overseer arrives!" objective occurs, and you get like 2 minutes to escape the dungeon.
Also, if you fail in your Sacrament you can abandon the quest to reset it.
What I have noticed is that if you abandon the quest after assassinating the primary target, then redo the quest and kill them again, no overseer timer appears. When you return to the Speaker, you are just given a "Failed: Escape before the overseer arrives". So, is this deliberate to "punish" restarts? If so, its the worst designed questing system in the game.

static_recharge✭✭✭✭The issue is that once the timer starts the instance persists. To fully abandon and restart the quest at this point you need to first abandon the quest, which will kick you out of the instance. Then log out of your character and log back in. ✭Actually, you abandon it whether inside or out, which kicks you out. You then need to wait at least 5 minutes. It will finally reset at that point.
This reset mechanic has been in other games for years. The instance persists in case somebody accidentally leaves or gets kicked off the server and logs back in so that they don't have to start over from scratch.2 -
