It's one of the harder motifs to get. Its chapters drop in Ruins of Mazzatun dungeon off the last boss - rarely on normal, more often on vet and 100% guarantee on vet hm. You could also buy them at guildtraders, they're down to 20-40k now I think as opposed to 40-100k they were originally.
Other option is just ask someone to craft for you If you're PC NA I can make you one for free if you want. 0
