    that was a long time since it did that, was changed to minor vulnerability.

    Current secondary effects are:

    Flame - Extra DoT
    Frost - Minor Maim
    Shock - Minor Vulnerability
    Poison - Extra DoT
    Disease - Major Defile

    Now enchantments do not have 100% change of applying these, but it is fairly which with a base of 20% that can be increased by the Charged Weapon trait, Destruction staff passive or Warden passives. The % change of applying these are different for each type of damage application but all sources of said damage type can proc the secondary effects.

    Its not off-balance, the wall of element destruction staff ability causes that IF applied on a concussed enemy but the concussion it self is NOT off-balance.
