Nothing like Minecraft graphic settings and disabling most addons to improve dat FPS a bit.
Start with lowest then up graphics as you play, up graphics if the FPS is still good, keep it as is if it's already just enough.
I know people like derm buff trackers, but I recently got rid of FTC since it was just too much FPS loss (same issue, even tho to a lesser extent for other UI addons). Since you're on a laptop, you can give a shot to Action Duration Reminder if you use a custom UI and still want buff tracking that's actually readable ('cause ingame one is bad).
I wouldn't get my hopes up too much in terms of optimizing performance from Zos, so, gotta do with what we got (who knows, they might actually do it...).

I think this is the hardest part of this boss. I've spent about 3 hours with my guildies there two days ago and my eyes became dizzy. When I ported to Craglorn afterwards my FPS went back to 95 and I was looking at totally different game.
About time that place had to be optimized.
