Dunmer are my favorite race so I chose classes that go well with them. Also like Argonians a lot. After playing the classes, I enjoy Dragonknight the most, and a MagDK was my first character so I have an attachment to them. I would say I min/max for the most part, but I still pick a race I enjoy over having the top choice (ex I chose Dunmer instead of Altmer for MagSorc. Still great but not as good as Altmer. Dun care.)

Appearance. If I am going to spend days if not months looking at a character I want it to look good.
Stats change, and lore doesn't really affect my characters more than I choose to (sure some NPC comment on race, but that is more of a reflection of who the NPC is rather than who my character is).
I'll of course consider both lore and stats but appearance is usally the most important.
Because only one race is truly perfect inside and out.

Would be really cool if I could have a character with bosmer or khajiit looks and altmer or breton passives, but unfortunately thats not possible.

I need appropriate buffs for my role, but I also don't want to look hideous. When Dunmer was the best magicka DPS race, I still rolled an Altmer (second best) because I didn't want to look like a rat.
My very first character in early release was an appearance based choice (Wood elf w/burgundy hair). The rest had a little more thought put into them. How they end up looking still matters to me to some extent in the end, but, I'm not choosing the race based off of how they look.

Until recently I thought I chose races based on a combination of looks and passives and alliance location. Then, the other day, I tried to make myself start a speed stamsorc. I failed. I just could not handle the orc appearance. I tried every slider combo I could think of to try to make a male orc face not have that freaky underbite goblin head and it just didn't matter, it's all variations on gourd-shaped. I suppose I could've made a female orc but I just wasn't feelin' it and by then I was pretty annoyed so I made a Khajiit instead. So I learned that appearance can be a dealbreaker when it comes to choosing race, and I guess that puts it at the #1 slot.
For myself i'd say it's a good mix between lore and appearance.
Passives are nice and all, but i've always viewed them to be more of a bonus more than anything else; thankfully they aren't at all necessary even if you wish to do endgame content, it's great that you can still be competive as a magicka dps nord, or an altmer who tanks with a stamina build. You won't be quite as good as those who enjoy to mix-max and all that, but as long as you have the gear, character and player skills, you can do any combination of race/role.
I make my magicka classes Bretons and my stamina classes Imperials. I usually play human characters because I hate the appearance of elves and orcs and such. I want them to be pretty but I still want somewhat useful racials for the class I'm playing.
